Mrs. Moore was born in Wales, United Kingdom to the late Henry and Dorothy Arnold Culliford, and grew up in Newcastle, Pa. Dulcie Moore, RN, coordinator of patient assistance, spent her lifetime serving patients in underserved rural communities. A trailblazer in community health, she worked in the area of public health for more than 58 years. Ms. Dulcie, as she is affectionately known, possessed a rare and sincere compassion and a deep concern for all of her patients at Tri-County Health System, where she worked from 1994 through 2014. When Community Health Care Systems and Tri-County merged (2014), she continued her faithful service in the health center community. Dulcie also served as a volunteer on the Boards of Health in the cities of Sparta, Warrenton and Gibson.
Working with Ms. Dulcie was a treat. She had a very dry wit and loved people. She also had the passion and compassion it takes to be part of the health center community. She was a supportive and loyal warrior for the underserved that we care for and she loved her health center family dearly. Her spunk and British wit will be missed by her friends, patients and colleagues.
A highly energetic and loving soul, Ms. Dulcie put her heart and soul into everything she did. She had a smile that always lit up the room. In 2014, Ms. Moore was awarded the prestigious Elsie Peavy Brown Community Service Award by the Georgia Association for Primary Health Care for her lifelong dedication and service to others.
Mrs. Moore was preceded in death by her husband, George B. Moore Jr., and son, George B. "Toby" Moore III.
She is survived by nieces and nephews, James Francis and wife Truth Ann of Reisterstown, Md., Elizabeth Francis and husband Martin Kearny of Stevensville, Md., Richard Francis and wife Nancy of Ellicott City, Md.; Christopher Francis and wife Maria of Ellicott City, Md., Eric Landfried and wife Tonya of Charleston, S.C.; 14 grand and great grand nieces and nephews; close friends, Tom and Donna Roberts, Stephen Roberts and Natalie Roberts; and a number of other friends.
